Where2Golf says:

Tanah Merah Country Club (Tampines course): Here at Tanah Merah, you will find two of Singapore's finest championship golf layouts, the Tempines course (open to visitors) and the Garden course (for members and their guests). Not only are there two courses, but the arguably more charming Tempines course can be configured in two different ways. The 18-hole "Original" layout is utilised for three months at a time, after which time holes 5, 6, and 7 are rested, and three "spare" holes (inserted as holes 12, 13 and 14) are brought into play, forming the Tempines "New" layout. Whichever (18-from-21 hole) configuration you play, the Tempines, like the Garden, is a classy, excellently presented parkland layout, where many tree-lined fairways, rocky-fronted water hazards and strategic bunkering combine to create a golfing oasis - par excellence. Created from essentially flat terrain, the earthmounding and fine array of trees gives each hole its own individual character. Where the tree-line gets a bit tight, the need for accurate driving is added to an ever-present demand for good course management. On the front-nine (Original course) a drainage canal must be crossed at the par-5 6th and again, more dangerously, on the long par-4 7th. As far as water is concerned, that's about it ...... until you set out on the back-nine ! It is on the more open back-nine (on either layout) that attractive small lakes come menacingly into play. The first four holes of the inward nine will severely test your nerve near water, while the 17th is an excellent island-green par-3. Located at the airport end of Singapore, some intrusions from the outside will inevitably be heard, but not in a way that will detract from the quality of golf on offer at Tanah Merah.
